Charlie L. Phelps, age 83, passed away on Saturday, April 23, 2022 at his home in Hertford, NC.
Charlie was born on February 7, 1939 in Fort Sumner, New Mexico to the late W.C. and Ruth Hargis Phelps. His family relocated to Ft. Worth, Texas and eventually settled in Sherman, Texas where he graduated from Sherman High School in 1957. Following high school he attended North Texas State University, Denton, Texas and Austin College in Sherman. In 1959, he married his high school sweetheart, Bonnie Craven, and they were married for over 62 years.
In 1961 he joined IBM in Sherman and after several promotions, was transferred to Washington, DC where he served as Personnel Manager. He established IBM's Central Employment office in downtown DC and managed employment offices across the country. While working in DC, he continued his college courses and graduated in 1972. He was promoted and transferred to New York where he held various positions, including a support role in the Chairman's office. Following 31 years with IBM he retired in 1992 and continued to work as a consultant for various companies.
He relocated to Albemarle Plantation in Hertford and has lived at the Plantation for the past 22 years. While living in Hertford, he was a member of the Men's Golf League, the Sound Sports Club, served on the architectural review committee, and volunteered at both Habitat for Humanity and Open Door.
Charlie was an avid fisherman, golfer, hunter, Dallas Cowboys fan, and participated in trap shooting. Other enjoyments included his love of working on his '68 Mustang convertible and always looked forward to his grandsons visits in the summer teaching them to swim, fish, and tube on the Albemarle Sound. One of his proudest accomplishments, was the restoration of a 110 year old stone house in New Milford, CT, completing the majority of the work himself.
A loving husband, father, and grandfather, he enjoyed life and his family and friends.
Surviving along with his wife are his daughter and son-in-law, Jennifer and Robert Manouse, two grandsons, Jack and Brady, all of New Milford, CT; a niece, Anna Blackburn, of Sherman, and other nieces, a nephew, and several cousins.
In addition to his parents, he was preceded in death by his daughter, Suzanne, brother, Melvin, and by his sister, Ann Blackburn.
The family wishes to express their thanks to his caregivers, Michelle Moore, Veronica Jordan, and Rosemary Downing for their loving and devoted care during his illness. Also, a special thanks to the Albemarle Plantation residents for their care and support.
A memorial service will be held in the Albemarle Plantation Clubhouse at a later date.
