Judith Stallings Lowman, 66, of 117 Up River Road, Belvidere, NC, died Sunday, May 11, 2014 in her home. Mrs. Lowman was born in Perquimans County and was the daughter of the late Louis Richard, Sr. and Buna Winslow Stallings. Retired from the U.S. Coast Guard Base in Elizabeth City after more than 20 years of employment, she was a member of Bagley Swamp Wesleyan Church. In addition to her parents, she was preceded in death by her husbands, Bernal Webb and Dan Lowman, and by three brothers, Jimmy, Richard, II, and Donald Ray Stallings. Surviving are her daughter, Lisa Parks and husband Brian of Belvidere; a son, Ricky Webb and wife JoAnn of Winston-Salem; a sister, Geraldine Driver of Wilmington, DE; a brother, Clyde Stallings of Belvidere; and two grandchildren, Kayla Parks and Anthony Webb. Funeral services will be held Thursday at 11:00 a.m. in Bagley Swamp Wesleyan Church by the Rev. James Spaugh. Burial will follow in Up River Cemetery with Miller & Van Essendelft, Funeral and Cremation Providers, 1125 Harvey Point Road, Hertford, handling arrangements.
