Joan Frances Randolph Harmon, 74, of 125 Webb Street, Hertford, NC, died Saturday, July 5, 2014 in Kindred Transitional Care and Rehabilitation of Elizabeth City. Mrs. Harmon was born in Norfolk, VA on January 30, 1940 and was the daughter of the late John and Estelle White Randolph. With her husband, she owned and operated B & J Hotdogs in Virginia Beach for 31 years. A faithful member of Victory Baptist Church, she was in addition to her parents preceded in death by sisters, Christine Lair, Jeannette Hart and Marie Bailey, and by brothers, Richard, Ronald, and Frank Randolph. Surviving are her husband of 57 years, William Eugene "Bill" Harmon; a daughter, Joann Frances Leyden and husband William of Norfolk; a son, William Eugene "Billy" Harmon, Jr. and wife Cathy of Virginia Beach; two grandchildren, Tabatha Harmon and William E. Harmon, III; and her faithful canine companion, Pebbles. A memorial service will be held Sunday, July 13th, at 2:30 p.m. in Victory Baptist Church, and will be officiated by Pastor R.L. Parker.
