R. Dalton Phelps

Reginald Dalton Phelps, 89, of 302 S. Sixth St., died Thursday, August 27, 2015 in Three Rivers Health & Rehabilitation, Windsor. Mr. Phelps was born in Washington County on November 30, 1925, and was the son of the late Charlie Edmond and Hilda Davenport Phelps. A retired general contractor, he was the founder and longtime owner of Creswell Construction Company. A member of Mt. Hermon United Methodist Church, he was active in his community having served on the Creswell Town Council and as its mayor for 25 years, was a charter member of both Creswell Volunteer Fire Dept. and the Creswell Rescue Squad, was a member of Creswell Ruritan Club, Providence Masonic Lodge #678 and the Washington County Shrine Club. An Army veteran of World War II, he had also been very active in the American Legion Post 391. For all his hard work and dedication, he was awarded the Willis Bowen Lifetime Achievement Award. In addition to his parents, he was preceded in death by his first wife, Frances Williams Phelps; a sister, Lucille Rhodes; and a grandson, Josh Phelps. Surviving are his wife of 7 years, Doris Simmons Phelps; a daughter, Cyndi Phelps of Creswell; three sons, Joey Phelps and wife Brenda of Washington, Alan Phelps and wife Teresa of Creswell, and Tim Phelps and wife Debra of Edenton; two sisters, Margaret Phelps and Sue Lilley, both of Creswell; a brother, Billy Phelps of Creswell; five grandchildren, Traci, Eric, Aubrey, Alan, Jr., and Will; and three great-grandchildren. Also surviving are Doris' children, Freddie Simmons and wife Melanie of Florida, Craig Simmons and wife Anita of New Bern, and Rose Mohler and husband Ken of Virginia; and her two grandchildren. Funeral services will be held Saturday at 11:00 a.m. in Mt. Hermon United Methodist Church by the Revs. Thomas Hallberg, Thomas Biggs, and Edwin Hill. Burial with Masonic rites and military honors will follow in the church cemetery. Friends may join the family Friday from 6 to 8 p.m. in the church, and all other times at the residence. Miller Funeral Home & Crematory, 735 Virginia Rd., Edenton, is assisting the family with arrangements. In lieu of flowers, memorial contributions may be made to Mt. Hermon U.M.C., in care of the Rev.
